The
Inicarri
Inicarri is the draconic word for duplicity, which perfectly
describes the dealings of the loose confederation of doppelgangers,
succubae, hags, fey and other shape changing creatures that
have taken the word as their name.
During
draconic control, Ghazhuulphear, the lord of the conquering
dragon nations narrowly survived an assassination attempt
by doppelgangers assuming the forms of his elven servants.
Spurred by fear of a second attempt, the great dragon ordered
a purge of all shape changers within his realm.
Hundreds
of doppelgangers, hengeyokai, and spellcasters capable of
shape changing magic were slaughtered in the days following
Ghazhuulphear’s decree. In addition to those killings,
one succubus by the name of Elathantria was revealed and killed
as well. Her death sparked a small community of succubae that
had survived the Stillness to action, determined not to allow
the dragons to exterminate them when they had only recently
awakened from millennia of slumber and deprivation.
A circle
of eight succubae sought out the hiding places of Ere’s
surviving shape changers and put forth a proposition; even
if Ghazhuul’phear were to be defeated, one day another
great power would rise and order a similar purge of their
kind, thus they would have to work not only to defeat Ghazhuulphear,
but to ensure that such times where paranoia could be coupled
with great political power would never come to pass.
Taking
the name the great golden dragon had used to label all shape
changers – Inicarri – those assembled seeded themselves
into society; both that of the dragons and those of demi-humanity.
Using items created by the eight succubae, now known as the
Midwives of Inicarri, these beings were almost undetectable
and were able to blend seamlessly into their chosen worlds.
Over
the centuries, the Inicarri would sow envy and discord within
the ranks of the dragons and rally anger and rebellion among
demi-humanity and the apathetic Dragon Nations. When Draconic
Control ended, the Midwives orchestrated the insinuation of
their influence within the fledgling Vishnari government,
hoping that by guiding demi-humanity to a utopia, they would
prevent the paranoia that would expose them.
But the
Hailene War broke Vishnari apart and threw the continent into
chaos. With their former empire shattered, but many, many
societies now forming to give them new experiences, the Midwives
grew disinterested with their original course for the Inicarri
and all but one eventually abandoned the group to be governed
by the eldest doppelgangers.
Today,
the Inicarri is still attempting to regain its former influence.
The doppelgangers; now children of children of the original
elders, lack the political savvy and skill at manipulation
known by the Midwives and rely heavily on hags, dragon-sired
and inborns to handle the political details while they handle
the social aspects.
Even
as the doppelgangers fumble along in their attempts at influence
peddling, the remaining Midwife; the ancient succubus Thelladred,
has recently returned to the Inicarri after living a lifetime
as a member of a Chordini noble house. She has attempted to
regain control of the Inicarri once before, but failed due
to previously failed plots by the group drawing adventurers
too close to her. Now she has no such troubles and will likely
take control in a matter of months.
Plot
Hooks
The Inicarri are ideal to use in politically motivated games
given their primary goal of usurping governments. Many existing
governments may already be influenced, or entirely under the
control of the Inicarri, especially if Thelladred or a younger
succubus is involved.
Additionally,
historical campaigns may eventually uncover evidence of ancient
meddling on the part of the group. That the organization actually
had a positive influence during the Vishnari era may mean
that more civic minded parties may wonder if allowing them
control is actually so bad – but past actions do not
indicate current direction.
